The game hadn't just got intentionally harder since I last played it around 2011, there was a problem that made it impossible to win. I got as far as the King Rat scenario before realising that my suspicions were correct. If you install something like RivaTuner Statistics Server and limit the FPS to 60 you should find that the game becomes manageable. It's easy to see this is happening if the camera zips around on fast forward speed when you load up the game instead of a graceful gliding around the kingdom. The game is much harder than it ever was intended to be and the difficulty is linked to your PC specs not the game design. Majesty 2 was not built with modern PCs in mind and poor coding leads to an issue where peasants build much more slowly than the game day advances on high spec machines.
